For eleven years a levy on local property owners has covered the Vantor Transit Authority's commuter-line losses. That levy cannot rise without a referendum, and none has ever passed here. The Authority's new director therefore proposes closing its two least-used lines. But ridership on those two has risen a fifth, while the network's has fallen. Closing them would cost the Authority the only growing part of its network. The proposal should be rejected.
