Charlie,
(1) c + d < 200
(2) b + c + d = 300
b + c +d = 300 - eq 1
add a to both the sides
a + b + c + d = 300 + a
we know a + b = 200, so
200 + c + d = 300 + a
c + d = a + 100
Now we know that a < b , a was equal to b a would be 100 and b would be 100, thus since a < b, a < 100
therefor a + 100 < 200 and c + d < 200 -- > Sufficient
Charlie - it's essential to realize that b must be more than 100, because it's the larger one of two numbers that add to 200; therefore it is larger than half of 200.
